New Jersey LSRP Mastermind Series by CPES: Program Overview

The Person Responsible for Conducting Remediation (PRCR) and their Licensed Site Remediation Professional (LSRP) face a myriad of applicable laws, regulations, guidance, and/or policy. Continuing Professional Education Services, Inc. (CPES) is presenting a series of instructional courses designed primarily for the LSRP, to understand the impact of the various mandates encumbered in the aforesaid collection to inform their clients of their responsibility as well as that of the LSRP.

By way of example, Department guidance is comprised of Technical Guidance, Prior guidance (developed prior to the Site Remediation Reform Act), Financial Guidance, Administrative Guidance, and Permit Guidance. Totaling all the existing guidance documents, respectively, 36, 8,8,35, and 4 or a sum of 90 plus individual documents. In total, the number of pages contained by these documents is approximately 5000!

CPES developed a series of 3-hour on-line courses focused on the most important or commonly used guidance, namely Technical and Administrative Guidance. As currently planned, each course will be a 3-hour presentation and all courses will be approved by the NJ Site Remediation Licensing Board and be in one of three primary rubrics: technical, regulatory, or administrative.

Course Description

NJDEP’s “Monitored Natural Attenuation Guidance”

The first hour of this course provides a concise overview of the NJDEP’s “Monitored Natural Attenuation Guidance”. Participants will gain a foundational understanding of natural attenuation processes, including the key factors influencing their effectiveness. The course will detail the guidance document’s requirements for demonstrating natural attenuation, focusing on the necessary monitoring components, data analysis techniques, and reporting procedures. Practical examples and case studies will illustrate the application of the guidance in real-world scenarios.

When NJDEP assumes direct oversight of contaminated site remediation

The second hour of this course will provide a comprehensive overview of the New Jersey Department of Environmental Protection (NJDEP) guidance document outlining circumstances under which the NJDEP may assume direct oversight of contaminated site remediation. Participants will learn the specific criteria for triggering direct oversight, including instances of inadequate performance by the responsible party, violations of environmental laws, or significant risks to public health or the environment. The course will also explore the implications of direct oversight, such as the transfer of responsibility, potential penalties, and the procedures involved in the NJDEP’s oversight process. Case studies and practical examples will illustrate the application of the guidance in real-world scenarios.

Addressing Emerging Contaminants for Existing Cases

The third hour of this course provides a concise overview of the NJDEP’s guidance document “Addressing Emerging Contaminants for Existing Cases. Participants will learn key principles for evaluating and addressing emerging contaminants in existing site investigations and remediation projects, including identifying potential sources, understanding analytical methodologies, and applying risk assessment frameworks. The course will highlight specific guidance on data collection, investigation strategies, and remediation options tailored to emerging contaminants, covering regulatory requirements and best practices for compliance in New Jersey. Practical examples and case studies will illustrate the application of the guidance document in real-world scenarios.
