Class Description:

The proper closure of a landfill site as part of its development is a major step toward its long-term use and should include a final closure/remedial design that will significantly reduce or eliminate the exposure of contaminants to the public and the environment.

This course will include scientific information regarding the various phases pertaining to the biological decomposition of the waste material and phases that a landfill undergoes during its life including use of isotopic studies in determining the phase of the landfill. The course will also discuss the use of modeling of landfill gas generation as well as landfill gas management.

Information will be provided on solid waste treatment and new landfill design. Also covered will be evaluating existing landfill sites, along with designing and constructing closures to protect human health and the environment.

This will be achieved through a review of the adherence and compliance of the regulatory requirements and the implementation of engineering controls as required by:

Specific Disposal Regulations for Sanitary Landfills,” Section 9
Technical Manual for Sanitary Landfill Permits and Approvals, VI. Section 4
Closure and Post-Closure Care and Financial Plans
NJDEP Contaminated Site Remediation and Redevelopment Program
The Landfills Investigation Technical Guidance

Also provided will be information on the operations and maintenance (O&M) plan for engineered systems and the monitoring program for landfill compliance. Key topics will include:

Landfill gas venting
Stability against slope failure
Integrity of the waste soil cover
Other environmental monitoring

Finally, this course will prepare attendees to investigate and evaluate the conditions of closed landfills. The curriculum will cover the specific studies needed to assess sites for future end-uses, including parks, golf courses, and residential or industrial development.

Instructors Dr. Chibani and Dr.Fahim, will provide a practical discussion of the regulatory requirements and procedures for landfill closure and the subsequent development of the land for afunctional and beneficial end-use. The course aims to foster a deeper understanding of these various stages, from beginning to completion.

Instructors

Lahbib Chibani , Ph.D., P.E.

Dr. Lahbib Chibani has more than 40 years of professional engineering experience in both the private sector and academia, including more than 30 years in the area of environmental engineering. He earned his doctorate degree in Civil Engineering from the University of Illinois, his Master’s and Bachelor’s degrees in both Civil Engineering and Hydraulic and Environmental Engineering from Rutgers University, and his Bachelor’s degree in Civil Engineering from University of Rabat in Morocco.

He conducted post-doctoral research at the Computational Mechanics Institute in the United Kingdom and has been a visiting professor at Rutgers University.

As President of Sadat Associates, Inc., a full-service engineering and environmental science firm, Dr. Chibani directs a variety of projects involving solid waste, hazardous waste, landfill closure, underground storage tanks, water supply, groundwater and surface water contamination, wastewater collection and treatment, bioremediation, maritime pollution, environmental impact assessments, renewable energy, site planning, and brownfield redevelopment in both the United States and abroad.

He was project director for the first residential development on a landfill in New Jersey. The development consists of luxury condominiums, a clubhouse, parking areas, and green space. Dr. Chibani also directed the transformation of other landfills into a major shopping mall, a golf course, warehouse centers, and solar facilities. His efforts currently include one of the largest landfill closure and redevelopment projects ever undertaken in New Jersey.

Dr. Chibani is an expert in hydraulic and optimal system design, and multi-objective optimization in engineering. He has conducted research focusing on groundwater to surface water interaction.

His efforts and extensive experience have included: expert testimony on groundwater contamination and its potential impact on water supply; the pollution study of a major overseas oil spill; analysis of the impact of groundwater contamination on the tidal surface water of the Raritan and South Rivers; water pollution source identification and impact to receiving water bodies and the coastal zone; isotopic studies; tide and energy recovery studies; groundwater remediation system design; and surface water and groundwater modeling.

Dr. Chibani has published various scientific papers on topics including hydraulic systems optimization, brownfield site redevelopment and reuse, and the use of dredge in landfill capping. He is also the author of a book about parallel optimization in engineering entitled, Optimum Design of Structures: With Special Reference to Alternative Loads Using Geometric Programming (Lecture Notes in Engineering, 50).

Amira Fahim, Ph.D., P.E.

Dr. Fahim has more than 40 years of professional engineering experience in the area of geotechnical engineering in both the private sector and academia. She earned her doctorate degree in Geotechnical Engineering from Strathclyde University in Scotland, United Kingdom, and her Bachelor’s degree in Civil Engineering from Ain Shams University in Cairo, Egypt.

She has taught geotechnical engineering at both graduate and undergraduate levels at different universities, including the position of Adjunct Professor at Polytechnic University in Brooklyn, New York.

She also worked as an Associate Research Professor at the Geosynthetic Research Institute (GRI), Drexel University, Philadelphia.
Having been employed by universities, research institutes and consulting firms, Dr. Fahim was provided with the opportunity of combining theory with practice. This also resulted in her strong background in geotechnical engineering and its applications in the environmental and transportation fields.

Dr. Fahim has worked for over 30 years in consulting firms in New Jersey on different geotechnical projects. As a Senior Technical Director at Sadat Associates, Inc. (SAI), Dr. Fahim is responsible for overseeing Civil and Geotechnical Services.

She is responsible for the design and preparation of geotechnical reports for environmental projects including brownfields redevelopment, cutoff walls at contaminated sites, landfill liners and cover systems, as well as other projects including design of roadways and bridges, earth embankments/dams, riverbank restoration and stabilization, retaining structures/walls, multistory residential and commercial buildings, and transmission towers.

In addition to projects related to landfill closures, Dr. Fahim worked on a variety of projects for the redevelopment of closed landfills and other brownfield sites into residential buildings, retail centers/shopping malls, warehouse centers, golf courses, solar farms, and recreational parks.

Dr. Fahim also oversees the testing of different soils at the SAI Geotechnical Laboratory to determine the physical and mechanical properties of the soils.
